Produced as a follow-up to the 1995 World Summit on Social Development, this study examines the success of employment policies in four small European countries. It gives a broad overview of the economic and labour market situation in each country. Specific factors responsible are found to be: promotion of social dialogue (creating a climate of confidence), macroeconomic policies, and labour market policy. This success is compared with the progress of other European Union countries, and is held to represent the ability of states, whose institutions and markets have been criticised for being sclerotic and inflexible, to demonstrate a capacity for adjustment in this critical economic area.
