Can love be extorted? An ingenious vigilante launches a bizarre mission to end homelessness in the coveted beach-side city of Santa Monica. Randomly-chosen citizens mysteriously disappear after they are secretly videotaped ignoring or exhibiting cruelty to the homeless. Days later, their corpses show up in the streets, bearing a message.
