The Post-Katrina Emergency Mgmt. Reform Act of 2006 stipulates major changes to the Fed. Emergency Mgmt. Agency (FEMA) within the Dept. of Homeland Security (DHS) to improve the agency¿s preparedness for & response to catastrophic disasters. For ex., the act establishes a new mission for 7 new leadership positions within FEMA. DHS faces continued challenges, including clearly defining leadership roles & responsibilities, developing necessary disaster response capabilities, & establishing accountability systems to provide effective response while also protecting against waste, fraud, & abuse.
