The monograph describes the process of creating the Perm Oblast' Legislature and the Perm Municipal Duma, which replaced the Perm Oblast' Soviet of Peoples' Deputies and the Perm Municipal Soviet of Peoples' Deputies, respectively; the first election of representatives to the new bodies; the performance of the new bodies in solving problems on the oblast' and city level, for example, writing and passing budgets.
