La question coloniale, en dominant la vie politique française jusqu'à la guerre de 1914, fait aussi naître des vocations individuelles. Celle de Paul Doumer en offre un des exemples les plus frappants. Avant d'accéder, en 1931, aux plus hautes charges de l'Etat, il devient en effet en 1897 à Saïgon, à l'âge de trente-neuf ans, un des plus jeunes gouverneurs généraux que la France ait connus. L'actif quinquennat de Paul Doumer à la tête de l'Indochine fait de celle-ci une colonie rentable. Des équipements, des infrastructures sont développés. Un Etat colonial est créé.
