Commission on Review of Overseas Military Facility Structure of the United States

A. Official Designation: The Commission on Review of Overseas Military Facility Structure of theUnited States. The Commission may be referred to as the Overseas Basing Commission (OBC). B. Objective and Scope of Activity: The Commission on Review of Overseas Military Facility Structureof the United States is charged with implementing Public Law 108-132 Sec. 128 by conducting a thorough study of matters relating to the overseas military facility structure of the United States. C. Period of Time Required: The Commission on Review of Overseas Military Facility Structure of theUnited States is required to issue its report not later than December 31, 2004. D. Official or Sponsoring Proponent to Whom the Committee Reports: The Commission on Review of Overseas Military Facility Structure of the United States is an independent commission that will issue areport with its conclusions and recommendations to the President and the Congress of the United States of America. E. Support Agency: The Administrator of General Services provides administrative and related supportfor the commission. The Commission Chair will designate an Executive Director for the Commission who will serve as the Designated Federal Officer.F. Duties and Responsibilities: Assess the number of forces required to be forward based outside the United States; examine the current state of the military facilities and training ranges for all permanent stations and deployed locations, including the condition of land and improvements at such facilities and ranges and theavailability of additional land, if required, for such facilities and ranges; identify the amounts received by the United States whether in direct payments, in-kind contributions, or otherwise, from foreign countries byreason of military facilities of the United States overseas; assess whether or not the current military basingand training range structure of the United States overseas is adequate to meet the current and future mission of the Department of Defense, including contingency, mobilization, and future force requirements; assess the feasibility and advisability of the closure or realignment of military facilities of the United States overseas, orthe establishment of new military facilities of the United States overseas; consider or assess any other issuesrelating to military facilities of the United States overseas that the Commission considers appropriate. G. Estimated Annual Operating Costs and FTEs: $3,000,000. Travel expenses incurred in support of board activities will be reimbursed in accordance with the applicable rules of the General Services Administration and the Joint Travel Regulation. Commissioners and staff will be compensated as proscribed in Public Law 108-132 Sec. 128 (d) (1).H. Number of Meetings: The commission will hold a minimum of two (2) public meetings, which will meet at the call of the Designated Federal Officer.I.
