1782년(정조 6) 정조가 태묘太廟에서 현종ㆍ숙종ㆍ경종ㆍ영조에게 고의告儀하면서 입정入庭한 종친과 문무백관에게 내린 윤음綸音이다. 표제는 『세실의정윤음世室議定綸音』으로 되어 있다. 정조가 영조의 덕을 기리면서 이에 대한 추모지사追慕之思를 신료들이 본받을 것을 권하는 내용으로 이루어져 있다. 1782년 홍문관 부수찬 오태현吳泰賢에게 내린 내사본內賜本이다.
