There is a need for greater political will in order to achieve a level of trade facilitation that will improve the overall climate for trade and investment. To address this issue an International Forum on Trade Facilitation was organized by the United Nations Economic Commission for Europe in May 2002. This report contains over thirty papers on the subject of trade facilitation that were prepared for the Forum as background documents, or written for publication by the various speakers.
