"In July 2009, the Defense Business Board (DBB) report, 'Review of the National Security Personnel System' (FY09-06) described how the senior civilian leadership of the Department of Defense (DoD) were unwilling and unprepared to take on the responsibilities of managing their people and measuring their peformance as required in a performance-based culture.
