Les pays du Mékong (Thaïlande, Laos, Cambodge, Vietnam) tentent depuis quarante ans de réussir leur émergence et leur développement en tirant partie du fleuve et de ses affluents. Trois institutions se sont succédées à cet effet, sans résultats probants jusqu'à présent : un comité du Mékong en 1957, un Comité intérimaire à trois en 1978, et la Commission du Mékong en 1995. Cette commission pourra-telle enfin trouver, dans son nouveau cadre institutionnel, l'efficacité qui a fait défaut jusqu'ici aux pays du bas-Mékong ?
