Discussed the land grant areas of San Francisco and the survey that James T. Stratton made between March 1867 and January 1868. There were difficulties in placing the bay side waterline because of the changes people made. The government sold many lots in the tide-marsh lands. A re-survey would disturb titles of lands made after Stratton's survey and cause many legal problems. Report requested the confirmation of Stratton's survey.
