In the last decade, Canada's navy has moved away from its role of anti-submarine warfare and the protection of the sea lines of communication. The fleet has been replaced by four new classes of warships, all conceived with the Cold war in mind but delivered to serve Canadians in a vastly changed world. A fleet designed to defend national security is now being faced with new security challenges: economic security and protection of global commerce; maritime resource and boundary disputes; environmental degradation; resource scarcities; mass human migrations; transnational criminal activities; human security; crisis management; and civil ocean management issues in newly-claimed exclusive economic zones. Maritime Security in the Twenty-First Century introduces the readers to the most significant of the emerging maritime security challenges and explores the range of potential responses being presented to naval planners. We posed the question: Where is the Canadian Navy headed in the coming century? This collection of papers represents some of the major inputs that were presented to the naval decision makers in the early part of the planning process in the Spring of 2000 leading up to the revisions of the maritime for the new millennium.
