An examination of punishment for repeat offenders in Azerbaijani and Russian criminal law. Special attention is given to difficulties arising in the interpretation and application of the new Russian Criminal Code by investigatory and judicial agencies. Recommendations are offered for improving this area of the Criminal Code of Azerbaijan. Part 1 deals with the concept of recidivism and associated topics in laws enacted in 1991-96. Part 2 concerns punishment for recidivism and other forms of multiple criminal offense in theory and current criminal law.
