The socio-economic impact of zoning and its amendments have long been core planning issue while there is few research about the zoning amendment behavior itself. This study aims to real the impact factors on the frequency of zoning amendment applications under Uniform Land Use Review Procedure in New York City. Based on the zoning records from year 1976 to 2012 and census data, using Poisson Regression and Negative Binomial Regression model to compare the 59 community districts, it discovers that the larger area, the higher income level, the larger proportion of non-Hispanic white population and the lower owner-occupied rate a community has, the more frequency of applications it will see.
