La originalidad de este libro es informar año a año de los sucesos más importantes que sucedieron en la ciudad entre 1598 y 1700, sobre una gran diversidad de materias que permite al lector conocer cuales fueron sus principales problemas y las decisiones que se adoptaron por el cabildo municipal para solucionarlos. Recoge un gran número de acuerdos sobre abastecimientos, hacienda, servicios públicos, comercio, transportes, urbanismo, etc. que también le permitirá acercarse a conocer como era el funcionamiento de una ciudad española en el siglo XVII, siendo de especial interés el estudio de las relaciones entre Cádiz y Sevilla en el marco de la Carrera de Indias.
