Volume II being the report of the committee signed by Messrs. Shiban Lal Saksena, Khushi Ram, and Kuldeo Narayan Jha. The committee could not reach unanimous conclusions, and has therefore submitted two separate reports, each signed by three members. None is to be called the majority or the minority report.
