About
The data are derived from mail questionnaires returned in 1958 by a group of public personnel agencies. These agencies are the executive agencies of the Civil Service Commission that administer the personnel policies of state and local governments. Some special agencies, such as port authorities and some Canadian agencies are also included. The agencies were selected from the rolls of the Public Personnel Association. The data cover the structure of the agency, professionalism, specialization and the agency's performance of its duties.
