송병선(宋秉璿, 1836-1905)이 삼황오제의 치도治道ㆍ치법治法ㆍ치교治敎의 내용을 모아 엮은 책이다. 조선사회가 왕도정치를 펼치고 있으면서도 실효를 거두지 못하는 이유를 삼황오제의 치도ㆍ치법ㆍ치교가 올바로 시행되고 있지 않음에서 찾고 이에 대한 것을 정리하고 있다. 권1-2는 치도편으로 총론ㆍ무수신장懋修身章ㆍ논정가장論正家章ㆍ변왕패장辨王覇章ㆍ명예악장明禮樂章, 권3-4는 치법편으로 총론ㆍ입기강장立紀綱章ㆍ논법령장論法令章ㆍ제전부장制田賦章ㆍ정관록장定官祿章, 권5-6은 치교편으로 총론ㆍ흥학교장興學校章ㆍ정사전장正祀典章ㆍ숭검덕장崇儉德章ㆍ장명절장獎名節章으로 이루어져 있다. 한말 왕도정치의 실현과 이를 위한 실천방법으로 정학正學을 강조하고 있는 자료이다. 첫머리에는 송병선의 자서自序가 있다.
