1794년(정조 18) 9월 22일 정조가 생일을 맞아 각 도의 수령 및 관찰사에게 내린 윤음綸音으로 언해본이 함께 있다. 이해 7ㆍ8월의 한발ㆍ풍수해로 극도로 피폐한 백성들을 위해 민정民情을 헤아리고 민호民戶를 살필 것, 도리에 맞는 진휼賑恤을 실시하고 요판料販의 폐해가 없게 할 것 등을 내용으로 하고 있다.
