That theory published in the book: " TEXНОЛОГИЧЕСКИЕ ОСНОВЫ РАСЧЁТА ОТСТОЙНИКОВ" (SETTLING TANKS TECHNOLOGICAL CALCULATION PRINCIPLES). The book is written in Russian and was published in 1991. Except, Dr. S. Djighitekov is a well known political writer too.
